Rachel Dumas Rey President Rachel established Compli in 1997 in response to the local need for beverage compliance and especially within the wine industry. Previously, she worked for the U.S. Department of Commerce’s Export Administration in Washington D.C. She holds a Bachelor of Arts Degree in Political Science from California Polytechnic State University, San Luis Obispo and a Master of Arts Degree in Political Science from San Diego State University.
Rachel has served on the Board of Directors for the Central Coast Wine Growers Association and the California Polytechnic State University, San Luis Obispo Wine Education Board. She is a member of the extended studies faculty for the Cal Poly Wine Industry Certificate Program. From 1999 to 2001, Rachel served on the San Luis Obispo County Winery Ordinance Working Group to develop an ordinance governing wineries, tasting rooms, special events, food service and bed and breakfast facilities in San Luis Obispo County. She currently writes a regular column, “Compliance Counseling”, for Practical Winery and Vineyard Magazine. |

Sarah Stephany eCompli and Information Systems ManagerSarah is responsible for the management of Compli’s online compliance management suite, eCompli, as well as the electronic filing system, customer database and intranet. She serves as the liaison to eCompli subscribers, providing training and customer support.
Sarah earned her Bachelor of Sciences Degree in Agricultural Systems Management from California Polytechnic State University, San Luis Obispo. She worked in the mortgage funding industry prior to joining Compli in 2006.

Phyllis Small Director of Administration and Human Resources Phyllis has been with Compli since 2003. She has recently been promoted to Director of Administration and Human Resources, and is responsible for administration management, staff relations and human resources.
Prior to working for Compli, Phyllis worked for Meridian Vineyards and in the health services field, where she acquired her experience in administration and staff development. |

Callie Cross Administrative Coordinator Administration Department Callie has been Compli’s administrative coordinator since 2005. She is Rachel’s executive assistant and provides support for the Director of Administration and Human Resources and the Director of Sales and Marketing. Callie is the initial contact for clients and visitors and provides general administrative support for the entire Compli staff.
Callie was the administrative assistant to the California AG Leadership Foundation for four years before coming to Compli in 2005. She has a total of fifteen years of administrative experience.

Heather Tanner Accountant Administration DepartmentHeather is responsible for all aspects of accounting, to include management of client trust accounts, payroll and capital and operational account receivables and payables. She also assists the shipment reporting department.
Heather has nearly 20 years of accounting experience. She served as controller for a cell site construction company and also owned her own accounting company.

Kristin Carlton Director of Sales and Marketing Kristin joined the Compli team in 2005 as the new accounts manager. As the Sales and Marketing Director, she manages new client set-up for state and federal licensing processes, wholesale licensing, direct to consumer licensing and product registration. Kristin can be contacted regarding any customer service inquiries or prospective client inquiries.
Kristin has extensive experience in management and marketing. She holds a Bachelor of Arts Degree in Merchandising from the American College in London. In addition to her full-time position at Compli, she teaches part-time at Cuesta College in San Luis Obispo. |

Olivia Gonzales Sales and Marketing Assistant Sales and Marketing Department Olivia has been with Compli since 2007. As the Marketing Assistant, she is responsible for managing and updating company documents, creating promotional materials and assisting with advertising.
Olivia gained wine industry experience as an administrative assistant for Linne Calodo Cellars and Norman Vineyards in Paso Robles, California. She is currently earning her Bachelor’s Degree in Agriculture Communications from California Polytechnic State University, San Luis Obispo.

Lynnett McMaster Director of Operations Lynnett joined Compli in March of 2006 as a brand registration and product registration specialist. She has since been promoted to Director of Operations and is responsible for overseeing brand registrations and state licensing, as well as the reporting department. Lynnett also facilitates new client setup in the eCompli database.
A San Luis Obispo County native, Lynnett joined the Compli team after five years of office administration experience in the medical field.

Lea Fainer State and Federal Licensing Specialist ABC and TTB Licensing Department Lea is responsible for the preparation and filing of state and federal licensing applications for wineries, breweries, distilleries, importers and wholesalers. This includes original licensing, premise transfers and ownership updates.
Lea earned her Bachelor’s Degree in Environmental Studies from the University of California, Santa Barbara. She acquired an environmental regulatory compliance background while employed with the Hazardous Materials Division of Sacramento County.

Sheri A. Robesky State and Federal Licensing Specialist ABC and TTB Licensing Department Sheri is responsible for the preparation and filing of state and federal licensing applications for wineries, breweries, distilleries, importers and wholesalers. This includes original licensing, premise transfers and ownership updates. Sheri also reviews and submits product labels for federal approval.
Sheri has begun her Associate Degree in Science through Cuesta College and Cal Poly, which she plans to complete in the near future. Before her work at Compli, Sheri was a private client associate in banking for six years.

Hugo Martinez Administrative Assistant Out-of-State Licensing and Registration Department Hugo is responsible for completing annual state product renewals and state license renewals for wholesale shipping, direct to consumer shipping and sales people. He also provides general administrative support to the licensing and registration department.
Hugo earned his Bachelor of Sciences in Cognitive Science from the University of California, San Diego in 2007. He previously interned with the Citizen Diplomacy Council of San Diego, where he dealt with international diplomacy. He is currently working towards his law school admission.

Sarah Wyke Compliance Reports Specialist Reporting Department Sarah joined Compli in 2007 as the administrative assistant to reporting and was recently promoted to Compliance Reports Specialist. She is currently responsible for filing monthly state reports for wholesale and direct to consumer shipments, as well as processing state excise tax and sales tax forms.
Sarah has had administrative experience since 2005, when she worked in international and family relations for the Family Resource Center in Oklahoma. She is currently working on her Bachelor of Arts degree in Geography and Liberal Arts from Oklahoma State University.

Pat Bennett Licensing Specialist Out-of-State Licensing and Registration Department A recent addition to the Compli team, Pat is responsible for the preparation and filing of new license applications for wholesale shipping, direct to consumer shipping and sales people. Additionally, she processes special licensing projects to include corporate restructuring and large-scale information changes.
Pat has more than twenty years of experience as an attorney practicing insurance litigation and administrative appeals before the Social Security Administration and various county agencies. She is a published freelance writer with the Los Angeles Times, San Luis Obispo Tribune and Los Angeles Daily Journal, to name a few.
